THE BIBB COUNTY SCHOOL BOARD VOTED TO APPROVE ROMAIN DALLEMAND'S FIRST RECOMMENDED BUDGET AS THE DISTRICT'S SUPERINTENDENT.

LAUREN DISPIRITO SHOWS YOU HOW THIS BUDGET IS DIFFERENT FROM PAST SPENDING PLANS.
Nats "all those in favor let in be known by saying aye, aye"
TUESDAY... THE BIBB COUNTY SCHOOL BOARD VOTED SIX TO ZERO ... WITH TWO MEMBERS ABSENT... IN FAVOR OF SUPERINTENDENT ROMAIN DALLEMAND'S 2012 RECOMMENDED BUDGET.
THE PLAN CUTS 52 TEACHING POSITIONS. THAT'S ABOUT THE SAME NUMBER AS LAST YEAR.
AND SOME CLASSES INCREASE BY ONE TO THREE STUDENTS... SIMILIAR TO PAST COST-SAVING CUTS THE BOARD'S MADE.
Wanda West, Board member: "We're always struggling with trying to make sure that we keep the classes as small as possible.
NEXT SCHOOL YEAR'S BUDGET ALSO INCLUDES CHANGES THAT THE NEW SUPERINTENDENT INTRODUCED.
Romain Dallemand, Superintendent: "Many may not think the furloughs have an impact on student achievement, I believe they do"
THOUGH TEACHERS TOOK UP TO EIGHT FURLOUGH DAYS THE PAST TWO SCHOOL YEARS... NEXT YEAR, THEY'LL HAVE NONE.
DALLEMAND CUT 16 CENTRAL OFFICE JOBS... TO SAVE NEARLY 1 MILLION DOLLARS.
AND THE PLAN ELIMINATES DISTRICT SALARY INCREASES.
Lauren DiSpirito, Eyewitness News: "In shaping next school year's budget, district officials say one of the biggest changes they faced was the loss of about six million dollars in federal stimulus funds that they had received for the past two years, and some board members say they fear the possibility of further state cuts."
Susan Middleton, Board member: "It will always be a moving target we never know what the state's gonna fund."
DALLEMAND SAYS HE'S PLEASED WITH THE BUDGET.. .AND THINKS OTHERS SHOULD BE TOO.
"We are in a better place today than we were last year, just by looking at the furloughs alone"
NEXT YEAR'S SCHOOL BUDGET TAKES EFFECT ON JULY FIRST.
SCHOOL BOARD PRESIDENT TOMMY BARNES AND BOARD MEMBER TOM HUDSON WERE ABSENT FROM TONIGHT'S VOTE.
THE 2012 BUDGET DOESN'T CALL FOR A PROPERTY TAX INCREASE... BUT THAT COULD CHANGE.
SCHOOL OFFICIALS SAY THEY'RE WAITING ON A FINAL TAX DIGEST... EXPECTED THIS SUMMER.
A JUDGE POSTPONED FORMER MACON PUBLIC WORKS DIRECTOR RICHARD POWELL'S APPEAL HEARING BEFORE MACON CITY COUNCIL.
THE JUDGE POSTPONED THE MEETING SCHEDULED FOR THIS AFTERNOON BECAUSE COUNCIL COULD NOT AGREE ON THE RULES FOR THE HEARING.
THE JUDGE ALSO SAID POWELL'S ATTORNEY WAS CONCERNED THE HEARING WASN'T BEING ADEQUATELY RECORDED.
COUNCIL PRESIDENT MIRIAM PARIS SAYS IN LIGHT OF ALL THE QUESTIONS..... SHE SUPPORTS THE DECISION BUT FEELS IT HAD MORE TO DO WITH THE LOOMING CAMPAIGN SEASON... THAN GENUINE CONFUSION.
ELAINE LUCAS SAID SHE FELT POSTPONING THE HEARING WAS THE ONLY THING THE CITY COULD DO GIVEN THE CIRCUMSTANCES SURROUNDING POWELL'S CASE..
Elaine Lucas: "The city has put itself in a terrible position of violating this department head's rights. And that we're going to end up losing big time."
Miriam Paris: "A lot of times people will want to....inflame the people. And make it seem as if it's more than what it is. And that's not what we're here to do."
PARIS SAYS COUNCIL WILL CALL A SPECIAL MEETING TO HANDLE POWELL'S APPEAL.
THAT DATE HAS NOT BEEN SET.
MAYOR ROBERT REICHERT FIRED POWELL IN FEBRUARY CITING SEVERAL COMPLAINTS... INCLUDING BUDGET AND DISCIPLINE PROBEMS AND INAPPROPRIATE CONDUCT..
POWELL DENIED THE ALLEGATIONS AND ASKED FOR A HEARING ON HIS FIRING.
A HOUSTON COUNTY GRAND JURY CHARGED JAMES CLEMENTS TODAY WITH HIRING TWO MEN TO MURDER HIS WIFE...AND ALSO INDICTED THE PAIR ACCUSED OF CARRYING OUT THE KILLING.
CLEMENTS IS ACCUSED OF CONSPIRING TO KILL HIS WIFE... JONI ...IN FEBRUARY. INVESTIGATORS SAID RICHARD SYBERT SHOT HER IN HER HOME...AND HIS FATHER...ROBERT SYBERT....PROVIDED THE GUN...AND DROVE THE GETAWAY CAR.
DISTRICT ATTORNEY GEORGE HARTWIG SAYS ALL THREE MEN NOW FACE 14 DIFFERENT CHARGES....INCLUDING MALICE MURDER...FELONY MURDER...AND CONSPIRACY.
JAMES CLEMENTS...AND ROBERT SYBERT ARE BOTH IN THE HOUSTON COUNTY JAIL...AND HARTWIG SAYS THEY SHOULD BE ARRAIGNED WITHIN SEVERAL WEEKS. RICHARD SYBERT IS IN A FLORIDA JAIL....WHILE HARTWIG TRIES TO HAVE HIM SENT BACK TO GEORGIA TO FACE CHARGES.
TODAY IS GREAT HANG UP DAY HERE ON EYEWITNESS NEWS.
ITS A DAY WE SHARE THE DANGERS... OF DISTRACTED DRIVING.
AND ONE OF THE MOST DANGEROUS CAN BE GETTING BEHIND THE WHEEL... AFTER DRINKING.
AT THE ATLANTA MOTOR SPEEDWAY EARLIER THIS MONTH... STUDENT DRIVERS LEARNED WHAT ITS LIKE TO GET ON THE ROAD... UNDER THE INFLUENCE.
THEY SNAPPED ON GOGGLES THAT BLURRED THEIR VISION... AND MADE IT DIFFICULT FOR THEM TO REACT TO THINGS LIKE STOPPING... TURNING... AND SLOWING DOWN.
FOR DEREK JORDEN... THE EXERCISE HITS HOME.
NINE YEARS AGO... HE GOT IN AN ACCIDENT AFTER DRINKING.
HE RAN A RED LIGHT GOING 83 MILES AN HOUR... HE SAYS... AND STRUCK AN ONCOMING CAR... KILLING THE DRIVER.
Derek Jorden, : "Immediately, I wanted to reach out and tell other kids not to do what I did; that it could happen to them even if they didn't expect it. Of course they wouldn't expect it, if they expected it, then they wouldn't get behind the wheel and do it, ya know? They think they're going to make it home safe."
WITH ALL THE POTENTIAL DANGERS ON THE ROAD... IT'S IMPORTANT TO KEEP YOUR ATTENTION ON YOUR DRIVING AND OFF THE PHONE.
AT THIS MONTH'S EVENT AT THE ATLANTA MOTOR SPEEDWAY YOUNG DRIVERS ALSO LEARNED ABOUT THE DANGERS OF TEXTING WHILE DRIVING BY MANUEVERING A GOLF CART WHILE MESSAGING THEIR FRIENDS.
STUDENT DRIVERS SAY THEY PROMISE TO FORGET THE PHONE ON THE ROAD.
Brogain Thomas, Student: "I thought it'd be easy at first, and then I started speeding up and trying to text and it really got really hard."
Clay Cofur, Student: "It was goin' good for a while and then I had to turn; it's not too easy doing it with one hand."

ONLINE PRIVACY IS A HOT TOPIC.
BUT WHEN IT COMES TO SOCIAL MEDIA... SIGNING UP FOR SERVICES COULD MEAN AGREEING TO FINE PRINT THAT MIGHT AFFECT HOW THEY USE YOUR INFORMATION.
CNET'S KARA TSUBOI BRINGS HER MAGNIFYING GLASS TO HELP SHED A LITTLE LIGHT.
Here's a common scenario: you take a photo, upload it instantly to one of your social networks like Facebook and Twitter, and then assume it's yours to keep. Right?
Not so fast. You got to read the fine print.
If you use TwitPic to upload your photos to Twitter, be cautioned that a new deal between the service and World Entertainment News Network allows that third party to have control of your photos to sell or use as they choose.
When it comes to Facebook, the service will store all data associated with your photos once you upload them, essentially giving them access to your personal information like location. In Facebook's fine print, it says that if you don't want them to store that info, you need to remove the metadata before uploading.
There are several free programs like Stripper that will scrub your pics clean of anything too personal.
Now, not uploading or posting embarrassing photos is up to you.
AND THERE'S A NEW WARNING ABOUT CELL PHONES AND CANCER.
