Mercedes Steinkemp/Centre County Resident
I don't feel bad for him. He is a disgusting pig for everything he has done. I don't care if he is 80-years-old in a retirement home. He deserves this. He deserves a lot worse."

GOOD NEWS FOR COLLEGE KIDS WITH STUDENT LOANS.
MEMBERS OF CONGRESS ARE CLOSING IN ON AN AGREEMENT THAT WOULD STOP INTEREST RATES ON FEDERAL LOANS FROM DOUBLING ON JULY FIRST.
SENATE AIDES SAY BOTH PARTIES WANT TO STRIKE A DEAL THAT WOULD PAY THE MEASURE'S 6 BILLION DOLLAR PRICE TAG.
DURING A SPEECH TO COLLEGE STUDENTS IN WASHINGTON, D.C. THIS WEEK.... PRESIDENT BARACK OBAMA STRESSED THE IMPORTANCE OF PASSING THE BILL.
We've been talking about it now for a long time, if Congress does not get this done in a week the average student with federal student loans will rack up an additional thousand dollars in debt over the coming year. If Congress fails to act more than 7 million students will suddenly be hit with the equivalent of a thousand dollar tax hike. And that's not something you can afford right now.
OFFICIALS SAY THE GOAL IS TO PUSH THE BILL THROUGH CONGRESS NEXT WEEK... SO THE CURRENT INTEREST RATE OF 3 POINT 4 PERCENT WILL REMAIN FOR ANOTHER YEAR.

THOSE ARE SOLAR PANELS ON THE STREET LIGHTS.
THESE ARE SOME OF THE FIRST OF 24 THAT ARE GOING UP ON SOUTH JEFFERSON STREET.
HERE'S HOW THEY WORK...THE SOLAR PANELS ABSORB THE SUN'S ENERGY DURING THE DAY...AND THAT GOES TO A BATTERY BENEATH THE POST.
THAT BATTERY WILL LIGHT THE LAMP AT NIGHT.
Tim Lake, T. Lake Environmental: If we threw a blanket over this thing and covered it up we'd have fived days of storage capacity. So a combination of very high technology and highly engineered components with the solar cell, the brains, the battery and the LED lights which operate at a very cool temperature and good color rendition you just have a wonderful system

(Reporter) "You know how to beat the locks, get out of your cell?"
(Reporter) "How often does this happen?"
"I'm calling it a bounty.."
"A more practical test.."
(fast nat sound)
"with our inmates themselves.."
(fast nat sound)
WHILE BUSTING OUT OF A CELL MIGHT ORDINARILY BE A BAD THING FOR AN INMATE TO DO... SOUNDS LIKE IN CERTAIN CIRCUMSTANCES
(fast nat sound)
IT MIGHT EARN A REWARD!
THE FULTON COUNTY JAIL COMMANDER SAYS SINCE THE LOCKS IN MUCH OF THE JAIL AREN'T GOOD ENOUGH TO ASSURE INMATES WILL STAY IN THEIR CELLS...
"They just don't serve the purpose anymore of security."
(superfast nat sound)
IN ONE CELL BLOCK HE'S TESTING A LOCK CHANGE...
(superfast nat sound)
AND ISSUING A LOCK CHALLENGE.
"I'm offering that any inmate that can defeat these locks will get a measure of free commissary on the house. The big house?"
(superfast nat sound door close)
"The big house."
HE SAYS HE PLANS FOR JAIL STAFF TO IDENTIFY EXPERIENCED LOCK-BEATERS AND PUT THEM IN THE ONE BLOCK WHERE THE SOPHISTICATED NEW LOCKS ARE GETTING INSTALLED FOR TESTING.
WILLIAM JOHNSON INDICATED HE WAS IN FOR CRACK COCAINE AND MARIJUANA CHARGES.
(Reporter) "Guilty or not guilty?"
"In my book I'm not."
HE TOLD US HE BEAT THE LOCKS ON HIS CELL MAYBE FIVE TIMES.
(Reporter) "You said you never popped your lock but you could?"
DEQUAVIOUS EDWARDS INDICATED HE WAS IN FOR MARIJUANA AND TERRORISTIC THREATS. WE MENTIONED THE CHIEF JAILER AND AND A REWARD FOR BEATING NEW LOCKS.
(Reporter) "Why you interested?"
"I dont know i just wanna try it."

ADGER SAYS THE REWARD WILL LIKELY BE AMPLE COMMISSARY FOR BOTH SNACK FOODS AND HYGIENE-- UP TO TWENTY DOLLARS WORTH.
"Which'll buy a lot on our commissary account."
AND HE SAYS IT WOULD BE A GREAT INVESTMENT... IF IT HELPS THE COUNTY AVOID A MISTAKE IN THE HUNDREDS OF THOUSANDS-- OR EVEN MILLIONS-- OF DOLLARS.
THE FULTON COUNTY COMMISSIONER SAYS THE LOCKS ISSUE HAS BEEN BLOWN OUT OF PROPORTION.
CRITICS SAY FAULTY LOCKS PUT INMATES AT RISK FOR PRISON VIOLENCE.
