<"Governor Romney says he's got a five point plan. Governor Romney doesn't have a five point plan. He has a one point plan."

President Obama and former Massachusetts Governor Mitt Romney face off in the second round of presidential debates...This time...they took questions from a group of undecided voters...on everything from jobs..to foreign policy.
Good evening.
Thanks for joining us.
I'm Frank Malloy.
And I'm Leah Johnson.
This is Eyewitness News at 11.
While President Obama and Mitt Romney were squaring off in their second of three debates, this time in a town hall format, 13WMAZ set up our own town hall with Randall Savage and our panelists -- Democrat Danny Glover and Republican Jason Downey ... One of topics that frequently comes up is gas prices, and how the candidates differ on energy policy.
"It will take years to correct the gas price situation. I mean there's nothing he can do, there's nothing Mitt Romney can do that overnight will change gas prices. There are things they can do to put things in motion."
"I mean right now we're not seeing much relief. We all can agree with that, but if we start investing in solar and energy and greener products, we will be able to see some ease in our pockets along down the road, but it's going to take us investing into it now."
Both of our panelists agree that President Obama had a poor performance in the first debate, and needed to deliver this time. They said with enthusiasm less than it was in 2008, the president would have to state his case to the voters.
"The excitement was someon new someone fresh."
The next presidential will be Monday in Boca Raton, Florida...
Election day is November 6th..
Early voting is already underway in Georgia..
"MELISSA PLYLER, senior: We decided we wanted to put this together so we could be proud to go to a campus that had a positive and immediate reaction to something like this, instead ashamed to go to a campus that just rolled over and watched something like this happen
LINDSEY HANCOCK, sophomore: The thing that first attracted me to this school was how many different people I actually saw here, all races, all cultures, so many different countries represented, and that's just what makes this place really amazing."
Mercer Vice President Larry Brumley says the university doesn't plan to investigate the fliers.

People living in the city of Perry will soon see an additional two dollar fee on their next utility bill.
That's because Perry City Council members passed an ordinance tonight that'll bring a new Stormwater Utility district to the city.
The new fee is how they say they're going to pay for it.
Jennifer Moulliet was at the meeting and has more.
Not having a budget specifically for maintaining stormwater drains is a problem Mayor Faircloth says the city's been dealing with for years.
"Every time we do pull the money from something to pay for that something else goes without."
He says some neighborhoods in the city face flooding and erosion because the drains aren't up to par. In passed meetings council has discussed raising property taxes to pay for the new district... But they decided against the hike.
"We are not interested in increasing property taxes period we know that they're high and we're doing everything we can to operate within our means."
So they've implemented a two dollar fee on your utility bill.
"I know that a fee is a tax and I understand that we're not trying to dodge concerning definitions but we just don't have any choice."
For now the two dollar fee applies to commercial properties too... But it could increase.
"If it's an older building that you have on a particular site and most of the site is covered by building in parking lot and there are no retention or detention ponds then there would be no credits."
"We'll hire a consulting engineering firm to go in and provide advice and technical assistance so that we can reach the correct combination of credits versus charges."
The city will also continue applying for grants to offset some of the new district's cost. In Perry Jennifer Moulliet 13WMAZ eyewitness News.
The new two dollar fee will be implemented November first.
City Manager Lee Gilmour says he hopes to have the new formula for Commercial properties in place in three months.

Lighting up at most of Bibb County parks is no longer an option...
Today... county commissioners voted to ban smoking at all recreational facilities except Lake Tobosofkee..
It's an issue that's been debated for years. During today's meeting..recreation director Doc Daugherty brought it up again..
"We're looking at parks for nature and open space and clean air, and you've got people smoking right next to kids running down the first base line or running for a touchdown on the football field or playing a soccer match."
Only one commissioner objected to the ban..
Bert Bivins said he wanted to give some allowances to smokers.
"I had kind of mixed emotions about it. I think we need to do something, I thought we went a little bit further than we needed to."
Joe Allen pushed for a similar ban at Lake Tobesofkee last year...and got a partial ban on smoking at the lake's beaches.

After voting on the smoking ban
, Bibb County Commissioners rolled up their sleeves.... to get a flu shot.
Commissioner Bert Bivins is head of the county's flu team.
He invited the health department to administer the vaccines to all the commissioners and some county employees.
He says he wanted to show the public flu shots are safe essential to save lives.
"Elderly people those people like me... More likely need to take the flu shot because you are in greater danger if you get the flu."
According to the Centers for Disease Control and Prevention...children younger than 5...pregnant women and people with certain medical conditions including heart disease and asthma are also at high risk for the flu.

Upgrades are about to begin on Warner Robins' football stadium... And centerpiece for many community events.
The Houston County Board of Education approved a design firm to handle two to three million dollars worth of work at McConnell Talbert Stadium.
Voters agreed to pay for the renovations in last year's education SPLOST.
Facilities director Jason Daniels says they'll start by adding seating for the handicapped... Doubling the restroom capacity... And Updating concession stands.
A new press box will be added on the visitors side.
Lighting will be replaced.
Field drainage will be improved... And the field house will get a facelift.
<The stadium was built back in the late 60's, early 70's. No major renovations or improvements have been done since that time. It's time to bring it up to modern day standards. There's some stuff that's got some wear and tear. The rest of the facilities are not quite up to speed with what you need these days.>
Daniel says the work will start after football season.
They plan to finish the first phase by July.

You will soon see cameras on patrol in Houston County, designed to catch people who illegally pass school buses.
School board members voted unanimously to install cameras on the sides of 20 buses.
An outside company will manage the system and the revenue from any tickets will be split between the company, the sheriff's office and the school system.
The sheriff's office would decide if the evidence warrants a ticket.. which would be mailed to the driver.
Fines for going around a school bus stop arm are 300 dollars for the first offense... And 750 for the second.

There could be two Georgia State Fairs in two different cities coming soon.
According to Mark Lovell of Universal fairs, they're considering two Georgia State Fairs -- one in Macon and one in Hampton.
Next week's fair is Friday October 26th....through Sunday November Fourth...at the speedway in Hampton.
But they say this is just a test of whether they can hold both spring and fall versions of the fair.
Right now... organizers don't plan to end the traditional fair at Macon's Central City Park.
They're waiting for the city to approve the dates for next spring.
We talked to Mark Lovell over the phone, about holding two Georgia State fairs.
< Mark Lovell, Universal Fairs: There is a great facility up there in Hampton in the past they moved the fair from the fall to the spring so we're going to keep that going. >
Last year.. Memphis company... Universal Fairs...bought the troubled state fair and said they planned to turn it around.
