UPDATE: Carmen Collins, the sister of 12-year-old homicide victim India Collins, is in custody.

According to the Houston Co. Jail's website, Carmen Collins is booked on murder and arson charges.

The site said Carmen Collins was booked at 2:30 a.m. on Thursday July 5, a day after Houston Co. Sheriffs began searching for the 17-year-old.

The Houston County Sheriff's Office has identified the 12-year-old victim of the Kathleen house fire as India J. Collins, according to a press release. 

The Sheriff's Office is treating the death and fire as a homicide and arson. According to Houston Co. District Attorney George Hartwig, the autopsy for India Collins is scheduled for Thursday morning at the GBI lab in Atlanta.

Capt. Robert Clark with the Houston County Sheriff's Office has called her a person of interest.

Clark confirmed a car and a gun from the home was missing.

Carmen Collins is a black female weighing approximately 130 pounds and approximately 5'4" tall. She has a tattoo on her left hand "NEISHA" in green/blue vines. Deputies say Carmen Collins was driving a white 2011 Acura TL-TECH with Georgia license plates BKZ4472.

Clark would not confirm how India died. He says they are waiting for the results of an autopsy that should be back on Thursday.

 

According to the Houston County Jail website, Carmen Collins was in custody June 29 on a burglary charge and released that same day on $2,000 bond.

The Georgia Bureau of Investigation is assisting with evidence collection and intelligence-gathering.
