Question: Did Mitt Romney launch a scholarship program during his time as governor that gave top-performing high school students a "tuition-free ride" to any Massachusetts public institution of higher learning?
Answer: Yes, he did.
In the third debate, Barack Obama claimed the program was started before Romney became governor, to which Romney retorted, "That was actually mine, actually, Mr. President. You got that fact wrong."
Romney is correct -- the John and Abigail Adams Scholarship Program started in 2004 after he became governor.
