TODAY FAMILY... FRIENDS AND MEMBERS OF THE MILLEDGEVILLE COMMUNITY PAID THEIR RESPECTS FOR 31-YEAR-OLD STAFF SARGEANT ALEX FRENCH.
A VISITATION WAS HELD FOR FRENCH AT SLATER'S FUNERAL HOME.
HE DIED LAST WEDNESDAY WHEN AN IMPROVISED EXPLOSIVE DEVICE STRUCK HIS CONVOY.
HE WAS SERVING IN AFGHANISTAN WITH THE 48TH BRIGADE.
THOSE WHO KNEW FRENCH GATHERED TO REMEMBER HIM....
AND SOME WHO NEVER MET HIM TURNED OUT TO SHOW THEIR SUPPORT.
Reginald Tucker, Milledgeville: "He just loved cracking jokes and being funny and he loved to play basketball."
Ronald Anderson, Milledgeville: "I did not know him, but once a soldier, always a soldier, all soldiers are brothers at heart."
FUNERAL SERVICES BEGIN AT NOON AT BALDWIN COUNTY HIGH SCHOOL.
BEFORE HE DIED.... WARNER ROBINS MAYOR DONALD WALKER TOLD CITY COUNCIL THAT THEY GAVE HIM A 50 THOUSAND DOLLAR PAY RAISE.... ILLEGALLY.
NOW...AN OUTSIDE ATTORNEY...SAYS HE MAY BE RIGHT.
LORRA LYNCH-JONES EXPLAINS WHY THAT LEGAL OPINION COULD COST WALKER'S ESTATE... AND THE NEXT MAYOR.
FORMER WARNER ROBINS MAYOR DONALD WALKER EARNED 50-THOUSAND DOLLARS A YEAR FROM THE CITY... FOR THE FIRST 14 YEARS IN OFFICE.
THEN IN 2008.. THAT SALARY DOUBLED... BASED ON A 2007 CITY COUNCIL VOTE.
NOW MAYOR... JOHN HAVRILLA WAS A COUNCIL MEMBER THEN.
John Havrilla: (1:11) "I voted in favor of it. When you look at the record, it's pretty clear what the intent of the governing body was."
COUNCIL INTENDED TO PAY THE MAYOR MORE FOR HIS WORK... BUT A FEW WEEKS BEFORE HIS DEATH... WALKER SAID.. THAT RAISE WASN'T GIVEN IN ACCORDANCE WITH THE CITY'S CHARTER.
IN A DOCUMENT PRESENTED TO COUNCIL.. HE SAID THE SALARY WASN'T ADVERTISED PROPERLY... AND THAT COUNCIL VOTED TO APROVE THE RAISE BY MOTION... INSTEAD OF THE ORDINANCE REQUIRED BY LAW.
THE CITY LOOKED FOR AN OUTSIDE ATTORNEY FOR AN OPINION ON THE MATTER. A STATE BOARD RECOMMENDED DREW WAYLON OF GRIFFIN AS A LAWYER SKILLED IN MUNICIPAL LAW.
NOW....HAVRILLA SAYS... WAYLON HAS AGREED IN A PRELIMINARY OPINION THAT THE 2008 RAISE WAS ILLEGAL. THAT'S WHY HAVRILLA REDUCED HIS SALARY TO 50-THOUSAND DOLLARS.
John Havrilla: (2:45) I would not want to be approached later on and somebody say, look write a check back for the difference.
CITY ATTORNEY JIM ELLIOT SAYS COUNCIL COULD ASK THE WALKER ESTATE TO DO JUST THAT..IF IT ACCEPTS WAYLON'S FINAL OPINION....THE WALKER ESTATE COULD OWE THE CITY NEARLY 100-THOUSAND DOLLARS.
IT WOULD ALSO MEAN THE NEXT ELECTED MAYOR WOULD RECIEVE THE 50-THOUSAND DOLLAR SALARY.. WIITH NO POSSIBILITY OF A PAY HIKE UNTIL 2012... BASED ON CITY LAW.

BUT MAYORAL CANDIDATE CLIFFORD HOLMES SAYS THE LOWER SALARY ISNT ENOUGH.

Lorra Lynch, EWN: (4:28) Shaheen and Chalk says the 50,000 wouldnt be sufficent for a job of this magnitude, but it wont impact their decision to run. Chuck Shaheen says he and his wife will live with in their means if elected at that salary. Chuck Chalk says it wouldnt affect his ability to do his job at his best.
ALL AGREE ITS PROBLEM THE CITY NEEDS TO RESOLVE... BEFORE THE NEXT MAYOR TAKES OFFICE.
CITY ATTORNEY JIM ELLIOT SAYS THE OUTSIDE ATTORNEYS SHOULD HAVE A FINAL OPINION ON THE MAYOR'S SALARY BY THEIR OCTOBER 19TH COUNCIL MEETING.
HE SAID IT'S UP TO COUNCIL WHETHER TO ASK WALKER'S ESTATE TO PAY BACK THE CITY.
IF THE SALARY IS REDUCED TO 50-THOUSAND DOLLARS... THE CITY WOULD HAVE TO PAY BACK HALF OF THE MAYORAL CANDIDATES' 3-THOUSAND DOLLAR QUALIFYING FEE.
THAT FEE WAS BASED ON THE 100-THOUSAND DOLLAR SALARY.
THE CENTERS FOR DISEASE CONTROL AND PREVENTION SAYS SWINE FLU ACTIVITY IS PICKING UP WITH 37 STATES NOW REPORTING WIDESPREAD CASES.

IN A LETTER SENT THURSDAY TO DOCTORS... GLAXO SAID THE VICTIM DIED AFTER SOMEONE CHANGED THE DRUG INTO A LIQUID FORM... WHICH IS NOT RECOMMENDED BY THE FOOD AND DRUG ADMINISTRATION.
THE F-D-A POSTED THE LETTER ONLINE TODAY.
IT DIDN'T GIVE DETAILS ON THE PERSON WHO DIED.
RELENZA COMES IN A POWDER FORM WITH AN INHALER.
THE F-D-A AND THE RELENZA MAKER STRESSED THAT THE DRUG SHOULD STAY IN ITS ORIGINAL FORM.
THE U.S. HAS STOCKPILED MILLIONS OF DOSES OF RELENZA AND TAMIFLU.
TWO YEARS AGO TOMORROW...WELL-KNOWN MACON BUSINESSMAN WALDO SHEFTALL WAS FOUND SHOT TO DEATH..
HIS DEATH REMAINS UNSOLVED..
ON OCTOBER 10TH 2007...POLICE FOUND SHEFTALL'S BODY INSIDE HIS HOME ON WASHINGTON AVENUE.
HE WAS SHOT IN THE HEAD AND THE BACK.
A TENANT WHO SHARED THE BUILDING WITH SHEFTALL CALLED POLICE WHEN HE FOUND THE DOOR...WHICH WAS USUALLY UNLOCKED...BOLTED SHUT.
POLICE SAY THERE WERE NO SIGNS OF FORCED ENTRY...AND THAT SHEFTALL PROBABLY KNEW HIS KILLER.
SHEFTALL'S CASE IS STILL OPEN...AND MACON POLICE ARE ASKING FOR HELP IN SOLVING HIS MURDER.

SHE SAID IT HAD MARDIS GRAS BEADS HANGING FROM THE REAR VIEW MIRROR... AND A C-D WITH THE WORD PANAMA ON IT.....
AND THE BACK SIDE OF THE FRONT-HEAD REST HAD DORA THE EXPLORER ON IT.
THE RECESSION MAY BE WINDING DOWN... BUT PEOPLE ARE STILL HAVING A TOUGH TIME FINDING JOBS.
A LABOR DEPARTMENT REPORT SAYS THE NUMBER OF PEOPLE COMPETING FOR EACH JOB OPENING REACHED THE HIGHEST POINT SINCE THE RECESSION STARTED IN DECEMBER 2007.
THE REPORT SAYS ON AVERAGE... ABOUT SIX POINT THREE UNEMPLOYED WORKERS ARE COMPETING FOR EACH JOB OPENING.
