PRIOR TO THIS THURSDAY NIGHT MEETING... COUNCIL MEMBER TOM SIMMS JUNIOR... SAYS A MAJORITY OF COUNCIL... PLANNED TO VOTE TO BUILD A NEW POLICE FACILITY ON PERKINS FIELD.

BUT HE SAYS A PACKED ROOM OF PEOPLE... MOST VOICING OPPOSITION TO THE PLAN... HELPED DELAY THAT VOTE.

Tom Simms Jr: (1:52) "I think more options were put on the agenda that weren't on there this morning."

THOSE OPTIONS INCLUDED JOHN WILLIAMS SUGGESTION TO BUILD THE L-E-C ON THE SITE OF THIS PARK... ADJACENT TO CITY HALL.

MAYOR CHUCK SHAHEEN SAYS HE'S ALSO WORKING ON ANOTHER POSSIBLE SITE... BUT WOULD WAIT TO RELEASE DETAILS.

SOME COUNCIL MEMBERS CONFIRMED TWO WEEKS AGO... THAT SITE IS ON LAND OWNED BY THE HAPPY HOUR SERVICE CENTER... A PLOT THAT SITS BEHIND THE CURRENT POLICE DEPARTMENT.

Chuck Shaheen, Mayor: (7:30) "This council is not going to spend more than $5 million. Were not going to raise taxes to build a LEC."

SHAHEEN SAYS COUNCIL AGREES ON THE MONEY.... AND THAT THE CITY NEEDS A NEW POLICE DEPARMENT.

THE CITY ACCEPTED A GRANT IN THE '80'S THAT SPECIFIED THAT THE LAND COULD ONLY BE USED FOR RECREATION.

THE BIBB COUNTY SCHOOL DISTRICT SAYS TWO CHAPERONES ON A FEBRUARY SCHOOL TRIP TO FLORIDA LEFT STUDENTS UNSUPERVISED WHILE THEY WENT TO WATCH A SHOW.

THE DISTRICT SAYS THEY EXPELLED EIGHT RUTLAND HIGH SCHOOL STUDENTS THIS YEAR FOR DRINKING AND SEXUAL ACTIVITY ON A CLUB TRIP TO ORLANDO.

ACTING-SUPERINTENDENT SYLVIA MCGEE SAYS CHAPERONES...TEACHER THOMAS BATES...AND COUNSELOR JENNY SCARBOROUGH WERE PLACED ON ADMINISTRATIVE LEAVE IN MARCH....WHEN THE DISTRICT FOUND OUT ABOUT THE MISCONDUCT.

MCGEE SAID IN A STATEMENT TODAY...

"...IT WAS DETERMINED THERE WAS WILLFUL NEGLECT OF DUTY AND RESPONSIBILTIES WHEN THE TWO CHAPERONES LEFT THE HOTEL WITH TWO STUDENTS TO ATTEND

A CIRQUE DU SOLEIL SHOW, LEAVING THE REMAINING 17 STUDENTS UNATTENDED IN THE HOTEL."

SHE SAID THE SHOW WAS NOT ON THE FIELD TRIP AGENDA.

PARENT JUDY HENDRICKS...WHO SAYS SHE VOLUNTEERS AS A CHAPERONE FOR HER DAUGHTERS' FIELD TRIPS...CALLED THE LACK OF SUPERVISION APPALLING.

Judy Hendricks, Bibb County: "The thought of other children attending an overnight event and their chaperones abandon them it just mortifies me."

SCHOOL OFFICIALS SAY ONE RUTLAND FAMILY CLAIMS A STUDENT WAS RAPED DURING THE TRIP.

THOMAS BATES RESIGNED AND THE DISTRICT SAYS IT PLANS TO FIRE JENNY SCARBOROUGH..

SCOTT IS A FORMER CANDIDATE FOR GOVERNOR... IN APRIL... HE ANNOUNCED HIS DECISION TO RUN FOR CONGRESS INSTEAD.

HE SAYS HE WANTS TO FOCUS ON BRINGING JOBS TO GEORGIA.
