Dallemand Acknowledges Gaps in Response to School Rape Case

Bibb Schools Superintendent Romain Dallemand says he didn't know for 11 days that campus police, not Macon Police, were investigating an alleged rape at Northeast High School.

He made that admission during a 10-minute news conference called Tuesday afternoon, breaking days of silence by the school district about the assault. 

The campus police incident report was released Tuesday night after repeated requests from reporters over several days.

Parents of Northeast High School students say they were not notified about the alleged rape.

Dallemand apologized to students, parents, and the community for the district's "inability to provide a more timely response." 

He said release of the campus police incident report was further delayed while information was "redacted" to protect the victim's privacy.

Until Monday, Dallemand said, he was unaware that campus police had retained jurisdiction over the case.

He said he then asked Macon police to take over the case because they were better equipped to handle the investigation. 

 

But just after the news conference, Macon Police said they still had not received a formal request to take over the investigation. 

Dallemand says Bibb County Interim Campus Police Chief Stephanie Prater made the decision to not involve Macon Police.

The district's Risk Management Director, David Gowan, also says he did not know Macon Police weren't investigating until Monday.

 

 

Gowan acknowledged that parents of Northeast High School students have not been notified about the attack. Gowan says he is not sure if or when a notification letter will be sent to parents.

"My job, when we have an emergency, is to respond and make sure we're following the procedures of the plan," Gowan says.

But when 13WMAZ's Amy Aubert asked if the procedures were followed correctly in this incident, he responded, "Not in this instance, We had gaps."

Dallemand detailed how the school district has responded to the sexual assault.

"Since the alleged assault, the district has reviewed the policies and procedures at the Northeast High School, and across the district, that impact student safety.

"The school district has added an additional campus police officer on Northeast High School campus. Psychologists, counselors and social workers have also been made available to support the students and staff at Northeast High School."

He says the additional officer makes three to patrol Northeast's campus.

Gowan says he's not sure who should have been monitoring the halls at the time of the alleged rape.

"We're going to be reviewing our policies and procedures...in regards to the movement of students during the school day at all school levels -- elementary, middle, and high school." 

Bibb School Police Chief Prater has not returned phone calls about the case.
