MANNINGTON, W.Va. (AP) -- Talk about ruffled feathers!

A former West Virginia mayor and a city council member are battling over birds.

They're neighbors in Mannington.

Former Mayor Frank White charges pigeons are pigging out, thanks to City Councilman Jeff Michael.

White says Michael is giving the birds seed, bread and even French fries.

White says the birds land on his property, too, and create a mess. He wants the city to do something, but officials aren't sure they have bird power.

For now, officials say the bird-feeding councilman has agreed to clip the wings of the feathered feast.
