PHOTOS: 12-Year-Old Found Dead After Kathleen Fire

Carmen Kaneisha "Neisha" Collins, 17, has been arrested and charged with murder and arson. Authorities say she shot her 12-year-old sister, India, multiple times with a .40 cal handgun and then set their house on fire with gasoline. Carmen then fled for Columbus in the family car with the family dog.
