A FEMA spokesman in Washington, D.C., said the agency has already deployed a number of its staff to county and state office of emergency management centers in New Jersey and other states to begin the process of disaster response coordination.

On Sunday night President Barack Obama issued a disaster declaration for New Jersey and five other Mid-Atlantic and New England states.

"I can't even begin to speculate what will happen in a day or two," the spokesman said in referring to FEMA's next step. "So much depends on the deterioration of the weather today, tonight and tomorrow."
