ATLANTA (AP) - President Barack Obama has declared an emergency in Georgia as a winter storm brings snow and the threat of a thick layer of ice to the state.

Obama made the declaration Tuesday. It orders federal agencies to help the state and local response during the storm.

Snow is falling in northern Georgia and forecasters are warning of a catastrophic ice event on Wednesday that could bring widespread power outages and leave people in their cold, dark homes for days.

The streets of metro Atlanta were deserted Tuesday as rain fell and residents hunkered down for the second wave of a winter storm, just two weeks after a snowstorm caused an epic traffic jam that paralyzed the city.
