Atlanta Police officer accused of shooting, killing Lyft driver, authorities say

Officer Koby Minor submitted his resignation to APD Wednesday, according to police. This was the same day Minor was booked in jail.

FULTON COUNTY, Ga. — A now-former Atlanta Police Department officer allegedly shot and killed his Lyft driver overnight, police said. 

APD said it learned Officer Koby Minor had been arrested by the Union City Police Department on Wednesday. Later that same day, he submitted his resignation to the department, effective immediately. APD said he was already on leave due to a separate case.

According to Union City Police, officers were sent to South Fulton Parkway at the intersection of Stonewall Tell Road before 1 a.m. in reference to a man being shot. When they arrived, they found the man had died from his injuries. Another man, later identified as Minor, was still at the scene. Police said the victim was giving Minor a Lyft ride to his residence when he allegedly shot the driver.

Minor has been charged with murder and aggravated assault, Union City Police said. The Fulton County Medical Examiner's Office later identified the man who died as 35-year-old Reginald Folks of Atlanta. 

 Lyft told 11Alive that they have reached out to Folks' loved ones to offer support during this time. 

"We stand ready to assist law enforcement with any investigation and have permanently banned the rider’s account from the Lyft community," a Lyft spokesperson said. 

Police said that Minor was hired by the Atlanta Police Department in July 2018. At the time of his arrest, he was on unpaid administrative leave after being arrested in Milton in December 2023, an APD news release said. Jail records show those charges were for having drugs that were not in an original container and for purchasing, possessing, or having control of any controlled substance in schedule III, IV or V. 

APD said Minor was relieved of his department-issued firearm when he was placed on unpaid administrative leave last year. Since that time, the firearm has remained in APD's custody. 

The deadly shooting is still under investigation, police said.
